What We Need

We are looking to add a Technical Portfolio Consultant to our team! We need someone with experience in Product Management, Lean Portfolio Agile Development, and has experience with understanding, quantifying and documenting Value for key Portfolio Initiatives. This person will support our Strategy & Transformation through portfolio training, coaching support, and value measurement.

This role is eligible for our Flex persona.


Your Day to Day

This role will sit within the Enterprise Technology (ET) team of BlueCross BlueShield of Massachusetts. The role will report into our Strategy and Transformation team and support enterprise initiatives and epics as they come in for funding approval, as well as assisting with the day-to-day activities running the technical portfolio. This includes:

1. Assisting managing the technical portfolio intake, and funding and change processes, the activities include:

  • Collaborates with stakeholders across all levels of the organization to understand enterprise initiative and epics being submitted for technology portfolio funding approval.

  • Track, analyze, perform technical quality validation and report on requests.

  • Address and resolve any challenges with requests.

  • Identify and evaluate opportunity areas and implement those changes.

  • Train submitters on process and coach on submission challenges

  • Supports Value Stream Managers & Leaders in the creation of value cases, including progress tracking, estimate revisions, forecasting and reporting out on financial status.

  • Analyzes variance of cost & benefits against estimates, supporting teams in identification of appropriate remedies.

  • Extracts portfolio metrics to generate real-time reports and dashboards for ET Leaders and internal stakeholders.

  • Assists value streams in developing technical delivery roadmaps that align to our strategy and value streams.

  • Support ongoing measurement of success by tracking & monitoring progress.

2. Prepares & socializes the summary of new funding requests with Portfolio & Finance leadership, the activities include:

  • Summarizes, communicates, and tracks the outcomes of each technical & finance review sessions.

  • Collaborates with finance and technical partners to ensure all open questions are addressed.

  • Supports planning efforts for ET Senior leadership operating committee and business strategy meetings.

3. Coordinates the data validation process to ensure the quality of the portfolio data, leveraging BCBSMA's portfolio tooling.

4. Collaborates with stakeholders and value stream teams to ensure initiatives in execution are accurately updated and maintained.

5. Maintains Enterprise Technology's portfolio playbook and supporting technical portfolio training materials (related to intake, assessment, funding, budget allocation, cost center creation)

We're Looking for:

  • Bachelor's Degree in Project Management, Computer Science, Information Systems or similar degree of study preferred

  • Experience in Healthcare, Health Insurance, or adjacent industries

  • Expert level experience with multiple SDLC methodologies, including Agile, Scaled Agile, Waterfall

  • Experience/familiarity with PPM systems, data integrations between IT Systems, and portfolio tooling

What You Bring:

  • Experience in Product Management, Agile Development

  • Financial Management Experience - including Budgeting, Forecasting, Support

  • Strong analytical thinking, with a proven track record of turning data into practical insights to support technical portfolio updates or decision making

  • Experience working within a collaborative team or work environment

  • Excellent verbal and written communication skills, including ability to "tell the story", and communicate concisely and impactfully with senior audiences

Salary Range: $102,060.00 - $124,740.00


The job posting range is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting. We may ultimately pay more or less than the posted range, and the range may be modified in the future. An employee's pay position within the salary range will be based on several factors including, but limited to, relevant education, qualifications, certifications, experience, skills, performance, shift, travel requirements, sales or revenue-based metrics, and business or organizational needs and affordability.

This job is also eligible for variable pay.
